The project is backed by £46,000 from the Team Hackney grants programme and will work with around 35 people aged 16 to 25. The work is being run by art organisation Space, with support from the London borough's youth service.
Jeannie Simpson, head of media at Space, said young people will develop the technology behind the TV station and produce the programmes that will feature on it.
"The young people will decide how it progresses but they will create a TV station that can be accessed online and through mobiles," she said. "It will provide a platform all young people can add content to."
