Getting the Support They Need calls for foster carers to be recognised and valued as equal members of the child care team.
A survey of 442 foster carers revealed that less than half felt the support they receive from children's social workers is good or excellent, with a quarter saying it is poor.
The Fostering Network is calling for all social workers to undertake training in fostering and for social work degree courses to place a greater emphasis on carers.
Helen Clarke, report author, said: "The help and support of children's social workers is vital for foster carers."
The report comes before the launch of The Fostering Network's Together for Change campaign, which aims to improve the support foster carers receive.
