Extended Schools: Heads deny blocks on school progress

He said: "We still have far too many schools that are resistant to developing integrated services such as early years and extended school hours."

David Hart, general secretary of the National Association of Head Teachers, accused Byers of being out of touch.

Hart said: "More heads are making provision for 0-4s and under 5s. I am angry because it paints a false picture of head teachers and governors as a bunch of dinosaurs who don't want to move forward and that is not true."
