The charity was due to unveil a breakdown of the cost of blanket school-based youth provision at its Make Space conference yesterday (2 November).
4Children estimates that 300m must be spent every year for six years to put youth clubs in every school or transform existing ones. Set-up costs for each club have been estimated at 100,000 to cover expenses including new staff, renovation and equipment, with an estimated annual running cost of 100,000.
Putting youth provision into schools is part of the Government's plans to turn all schools into extended schools.
The charity was also due to reveal the results of a survey of 128 English local authorities yesterday, showing that one in three felt under pressure to steer funds towards tackling antisocial behaviour, at the expense of the majority of young people.
The survey found that the average youth service works with 17 partners on any one day. Nearly half of councils complained of a lack of cohesive vision from the Government.
4Children's Make Space campaign is calling for a national agency for young people to head the extended schools plan, as well as help for teenagers to access facilities, including travel and leisure vouchers.
Anne Longfield, the charity's chief executive, said: "It's essential we place serious investment into support for young people, in consultation with them, to provide consistent youth provision within every community."
