Analysis: Extended schools - So who will provide the money?

One Government vision that is likely to be a key part of the forthcoming green paper on youth is a network of schools as one-stop shops providing educational, health, social and youth services under one roof. But fulfilling the vision is a tall order, so you would not expect it to be left to chance.

According to one school in Luton, this transformation is a lottery.

"The bidding processes we have to go though have been very time-consuming," wrote a senior manager from the unnamed school in a report for the think-tank New Local Government Network (YPN, 27 October-2 November, p2).
