Speaking at a Barnardo's event at the Liberal Democrat conference inBrighton, Al Aynsley-Green said: "I think Every Child Matters is fallingapart because of the pace of change. No one has the time to embed thechanges and the agenda is suffering from initiativitis. In addition theprimary care trust changes is driving a coach and horses through thesystem."
The commissioner also revealed that, at a recent meeting with Departmentfor Education and Skills officials, he called for the Every ChildMatters outcome of enjoy and achieve to be split into two separateoutcomes due to fears that local authorities would focus on achieving.
