Every Child Matters: Lack of guidance halting development

Directors of children's services say a lack of guidance is holding up the development of key services designed to improve children's welfare, a Children Now survey has revealed.

The survey of England's local authorities found rapid progress onreforming children's services has been made since last year. But it alsouncovered concern about how new structures such as children's trustswill work in practice.

Many children's services directors expressed frustration over delays inguidance on vital areas such as safeguarding children boards andinformation sharing.

Directors also expressed fears about the increased cost of the boardsand how they will fit in with children's trusts.

One director from the north of England told Children Now: "I feelfrustration around the wait on guidance." Another said: "I amdisappointed by the woolliness of some of the guidance - it states thatsafeguarding needs to get wider but it appears to be narrowingdown."
