Every Child matters: Good progress but still a long way to go

Councils are making good progress in implementing the Every Child Matters reforms, according to the first report by the Government's regional change advisers.

Based on investigations of councils across England, the report foundmost areas either already had key elements of the agenda in place orwere progressing well with development.

The team's report discovered 125 directors of children's services arenow in post with the rest set to be appointed by the end of this year.There are now 80 lead councillors for children and two thirds ofcouncils have well developed, or are well underway in developing, localsafeguarding children boards.

In terms of managing and planning for change, most councils have madegood progress and either have a final or draft children and youngpeople's plan in place. The team was also impressed with the highimportance placed on ensuring services are offering value for money,adding that key reviews being carried out include back officerestructures, improving commissioning procedures and introducing morepreventative services.
