Analysis: Every child matters - Guidance brings completion closer

The Government has marked the summer break by publishing another wad of guidance and consultation documents on the Every Child Matters reforms. David Singleton finds out how useful they are to managers and workers on the ground.

When children's services directors return from their summer holidaysthey will find a large pile of government documents waiting forthem.

At the end of last month, the Department for Education and Skillspublished consultations on safeguarding children and its plans for asingle inspectorate for children's services. It also brought out finalguidance on children's trusts, children and young people's plans, andvarious other parts of the Every Child Matters jigsaw. And, in anattempt to make life easier for children's professionals, it hasproduced an overview of all the related documents now available.

High in volume, low on help

Christine Davies, director of children's services at the Borough ofTelford & Wrekin, has already cast an eye over the documents and shequestions whether the high volume of material is helpful forcouncils.
