Analysis: Education White Paper - Every Child Matters lost inreforms

Ruth Kelly's education white paper has been hailed as the biggest reform of secondary schools in a generation, but some professionals in the sector are concerned that it does not fit with the Every Child Matters agenda. David Singleton reports.

Last week, as education secretary Ruth Kelly was unveiling the educationwhite paper to MPs in the House of Commons, one of her advisors was backat the Department for Education and Skills' headquarters, briefingjournalists on the paper's contents. As the questions came in thick andfast, only one seemed to catch him off guard. "This is a very largebrief, I'll have to return to that one later," he told the only reporterto ask about the Every Child Matters agenda.

The fact is that the Every Child Matters green paper gets six mentionsin the education white paper, which is likely to be Tony Blair's finalattempt at changing the secondary school system before he stands down asPrime Minister.
