The Special Pay Rally and Conference, in Birmingham on 24 January, will address the union's continuing struggle to improve pay and conditions.
It has rejected an offer of three per cent made by the JNC Employers' Organisation last October (YPN, 12-18 November, p2).
Doug Nicholls, the union's general secretary, said: "Youth workers get local authorities an extra 100m a year, so an extra 718,000 is unacceptable."
He added: "The JNC Employers' Organisation has not had any elected members for three months."
James Mensah, negotiating officer for the JNC Employers' Side, said: "We have been briefing new members but have never refused to talk to the union."
