Lawyers representing the Association of Learning Providers wrote to the council on 5 May following a unanimous agreement by the association's board. The letter argues that a recent LSC decision to fund existing apprentices at only half the nationally agreed rates has made targets impossible to achieve.
In March this year the association warned that two-thirds of its members would be forced to restrict recruitment of new apprentices, because young people were staying on the programme longer than expected, unless extra money was found (YPN, 2-8 March, p4).
The LSC responded by announcing an extra 38m to help providers meet the target of 175,000 new recruits by July. But consultation with association member organisations has since indicated that providers need closer to 100m.
