Learning providers responding to a survey carried out by the Association of Learning Providers said they had to turn away 6,400 potential young apprentices in the past year, 3,550 of whom were aged 16 to 18.
Between them, respondents are responsible for more than 47,000 Apprenticeships; about a fifth of the total number.
Providers say the cause lies in the Learning and Skills Council's focus on increasing the proportion of young people who complete Apprenticeships.
The association is using the results to press for more money for Apprenticeships and has sent them to skills minister Phil Hope.
Stephen Gardner, the Learning and Skills Council's director of Apprenticeships, said the council welcomed the findings.
