In an interview with Children Now, Estelle Morris, the former education secretary, said: "I want to make sure that people understand that it is on their side but also that it will be challenging them and challenging them to change."
Morris, who is due to start the job next week, also said that developing effective training was the key to improving pay in the sector.
"I very much hope that if we can get a workforce that is better trained and is therefore doing its job more effectively, that would fit into people's agenda of reward for modernisation, reward for change and reward for improved performance."
