Key areas for investment include training for the Early YearsProfessional Status, developing the integrated qualifications frameworkand preparation for a sector skills agreement.
The emphasis on the Early Years Professional Status has been welcomed byprofessional associations and unions, but there is a feeling the councilcould have gone further.
According to the council's chief executive Jane Haywood: "This businessplan sets out a challenging workforce reform agenda. Throughcommunication with the workforce and our key partners we have alreadyachieved a great deal. We will be working hard to build on earlysuccesses and continue to raise the level of skills and status of thesector."
John Chowcat, general secretary of the Association of Professionals inEducation and Children's Trusts, said he was pleased with the directionof the council's work, but felt there could have been more support forhigher-level professionals.
