Judith Gillespie, development manager at the council, said it was good that education minister Peter Peacock had highlighted the role of parents with the launch last week of new initiatives to get them more involved in their children's education.
But she added: "The big thing parents want is more time to talk to teachers.
"It's important to recognise what parents do already. One of the difficulties is this is not an area government can control. They can control school and can give teachers more time to talk with parents, but they cannot control families' domestic lives."
