Paul Holmes MP, a Liberal Democrat member of the Education and Skills Select Committee, said Clarke had admitted to him he might drop the Bill because he didn't want the political flack in the run up to the general election, and that if the Bill did go ahead it would need rewriting.
His comments came after the committee published a critical report describing the objectives of the Bill as "confused".
The report warns that efforts to encourage more children to walk or cycle to their local school clash with the Government's policy to increase parents' choice over schooling, which requires greater mobility. Plans to charge wealthier parents for school bus use might also increase private car use on the school run, rather than reduce congestion, one of the Bill's aims.
