Responding to a critical report by the education and skills select committee, schools minister Stephen Twigg said the Bill would enable councils to develop greener, safer and healthier ways for pupils to travel to school.
The committee described the objectives of the Bill as "confused". In July, Children Now reported that education secretary Charles Clarke was considering scrapping the Bill in the face of strong criticism (Children Now, 14-20 July).
The Local Government Association welcomed the announcement of up to 200,000 in extra funding to help local authorities pilot school transport schemes.
