Northern Ireland's children's commissioner Patricia Lewsley has called for school councils in every school throughout the province.
Her call coincided with the launch of guidance to encourage pupils tohave a say in the day-to-day school life.
Lewsley also urged the new education minister Caitriona Ruane, a SinnFein assembly member, to "introduce legislation and policy that willrequire the creation of school councils".
Every Northern Irish school will be sent a copy of the Democra-Schoolguidance.
