In a candid letter to local authorities, senior official Mark Stockdalereveals that the department is becoming increasingly anxious about theproblem.

His letter, dated this month, says that official data continues tohighlight "worrying variations" in the rate of exclusions by ethnicgroup.

It adds: "We continue to be concerned that in excluding pupilsheadteachers are constantly aware of the need to ensure thatconsiderations of fairness and equality are central to their decisionmaking."

The letter calls on all councils to "sytematically interrogate data onexclusions to identify particular patterns" and to "take remedial actionto address issues that are unearthed".
