The report, commissioned by the Association for Teachers and Lecturers,concluded that the current funding system is not sufficient to allowmany schools to provide full support to ethnic minority, asylum-seekingand refugee children.
It said: "It is clear that funding streams need to be reformed. Inparticular, the Ethnic Minority Achievement Grant needs to be made moreresponsive to pupil diversity and mobility. At the same time, sources offunding for support to minority ethnic pupils need to be made morestable."
But a spokesman for the Department for Education and Skills said it hadimproved the grant. He added: "The grant has been made fairer and bettertargeted. For 2005/06, it supports 168.6m worth of expenditureaimed at raising the attainment of minority ethnic pupils."
