John Bercow, Tory MP for Buckingham, introduced the bill on 1 May, requesting the provision of speech and language therapy in young offender institutions across England.
Bercow said that more than 60 per cent of the 11,000 young offenders in institutions lack the necessary communication skills needed for educational programmes.
"A lot of young offenders go into institutions uncommunicative and unemployable, then come out exactly the same way.
"It's all very well the Government putting money into education in prisons but if young people can't understand it, what good will it do?"
Bercow said he had cross-party support for the bill.
