Targeted youth support: a guide draws on the experiences of 14 pathfinder authorities that have piloted innovative support techniques over the past year. Underpinning this drive to reform targeted support is the mission to improve co-operation between agencies, so as to avoid duplicating services and to ensure vulnerable young people don't slip through the net.
The guide sets out seven "key delivery elements" for targeted youth support. They include strengthening the influence of vulnerable young people, building a clear picture of individual needs by using the common assessment framework and making services more accessible, attractive and relevant. The manual is sprinkled liberally with the buzz phrases that have become all too familiar in the Every Child Matters era. Joined-up provision, early identification and multi-agency support are all justifiably trumpeted.
