The transition between primary and secondary school can be a difficult time for pupils. Sue Learner finds out how some councils are smoothing the process.

Peter Morrell is manager of the under-14 youth support and development team at Nottinghamshire County Council. "The young people the team works with often have behaviour issues and so can be very verbal or aggressive, some are in danger of self-harming," he says. "Others might be quite withdrawn and depressed and many will believe that they are not going to achieve anything with their lives. Our role is to open up the world as an interesting place that is full of opportunity and achievement."

Morrell is heading up the local authority's targeted youth support arrangements. By the end of the year, every local authority in England is required to have their targeted youth support arrangements in place. Under these arrangements, services working with young people should be able to identify vulnerable young people early and make sure they receive assistance from relevant local agencies.
