The Young People's Substance Misuse Service has been set up in response to Tackling Drugs, the Government strategy on drug prevention and treatment.
It will co-ordinate a county-wide approach to combating drug use among under-19s.
The eight-strong team, which will include medical experts and outreach workers, will sit within the NHS and will be funded by the Government.
It will work alongside agencies such as Connexions, drug action teams, youth offending teams and the local education authority.
Jo Melling, service manager at the misuse team, said: "There is a massive gap nationwide in dealing with young people's substance misuse. Organisations for adults are left to deal with it."
