The Capital of Culture Youth Forum is planned by Liverpool Culture Company, the organisation set up to manage the city's cultural programme in the run up to it becoming European Capital of Culture in 2008.
The organisation has worked with young people to produce Be Heard - an online questionnaire for young people to determine the most effective ways of getting them involved in the decision-making process.
Be Heard is funded by Liverpool Culture Company's Creative Communities programme, which has a budget of 4.5m this year for cultural projects.
Out of the young people who have already responded, more than half say they want to have a say in the city's cultural activities.
