The news comes after changes to the Criminal Records Bureau were criticised by some bodies for worsening the checking system, which has experienced long backlogs (YPN, 5-11 March).
The Wales Council for Voluntary Action had raised concerns about the costs that voluntary groups would have to bear in preparing and submitting disclosure applications.
The National Assembly is giving the council 219,000 to set up the unit "as quickly as possible", and it is expected to come into service by September.
Tom Jones, chairman of the council, said: "I'm very pleased the National Assembly has moved so quickly to deal with this pressing issue."
