Criminal Checks: Safety check legislation will cover youth services

The safeguarding vulnerable groups bill places legal requirements on all employers to carry out criminal records checks on individuals who work closely with young people, regardless of which sector they work in.

Under the current Protection of Children Act, only employers of regulated childcare and education workers are legally required to carry out checks on staff. Uniformed youth groups, youth clubs and other recreational youth groups are not covered by the current legislation.

But the new definition of "regulated activity" includes any form of teaching or instruction as well as care and supervision, the delivery of advice relating to physical, emotional or educational wellbeing, treatment or therapy, or the running of web sites for young people.
