Amid the press uproar over cases such as the man cleared to work as a PE teacher when he had "indecently assaulted" a young person 25 years ago, education secretary Ruth Kelly may feel she has enough on her plate right now.

But Tom Wylie, chief executive of The National Youth Agency, pointed out to her in writing last week that it is youth work she should be worried about.

In the current scrutiny designed to protect young people from potential harm, little notice appears to be being paid to the fact that there is no legal requirement to carry out Criminal Records Bureau checks on youth workers.
