The guidance covers local strategic partnerships, sustainable community strategies, the new duty to involve, local area agreements (LAAs), the revised best value regime and commissioning.
The changes offer opportunities for local leaders to set out their vision for communities, while allowing local people to help deliver that vision. The LAA framework detailed is considered critical, as the only place a shared set of priorities is agreed by national and local governments.
Crucially, the guidance also covers how authorities can use the new duty to ensure that citizens can play an active role in shaping the future of the place where they live for example, through setting up citizen's panels, participatory budgeting or transferring under-used buildings to community groups.
