Connexions: Developing Options and Opportunities, written by Deirdre Hughes, director of the University of Derby's Centre for Guidance Studies, outlines three possible future delivery models for the Connexions service.
The first is delivering Connexions through its existing partnership structure.
But the report warns this would require further spending on commissioning and accountability arrangements for universal, as well as targeted provision.
The second scenario would involve Connexions providing targeted support to young people through children's trusts and universal services in schools.
The report describes this as logically appealing, but high risk since it could lead to increased bureaucracy, pressure on funds and inconsistent provision.
