The Association of Directors of Education and Children's Services has said all staff involved with children's trusts, including youth workers and Connexions staff, should have three days' training to acquaint themselves with the new arrangements.
But last week officials from the Department for Education and Skills (DfES) told MPs on Parliament's Education and Skills Select Committee that they had no plans to offer any entitlement to training.
Jeannette Pugh, director of the children's workforce unit at the DfES, said: "We have not been speaking in terms of an entitlement to training. We have been looking at specific areas."
Tom Jeffrey, director-general of the children, young people and families directorate at the DfES, said: "We are developing a workforce strategy and will want to continue discussions."
