Realising Children's Trust Arrangements, part of an evaluation carried out by the University of East Anglia and the National Children's Bureau, cites recruitment and staff retention as major barriers to fulfilling children's trusts' main aim of early intervention.
David Hawker, director of children's services at Brighton and Hove Council, one of the children's trust pathfinders authorities, said: "This is such a huge change process. We need to make sure that all the staff involved are given an entitlement to three days of training. One day should be devoted to core skills and knowledge, one day to teambuilding and one to the business of multi-agency working."
