The interim report from an evaluation of trusts by the university found optimism about the potential to deliver better outcomes more efficiently, but also uncovered frustration about the lack of funding.
"(It) is a very real issue for a small authority and primary care trust to deliver such massive change with such minimal funding support," said a staff member from one of the 35 pilot trusts studied.
