The pilots will see trusts buy services from Connexions partnerships and other agencies.
Kieran Gordon, one of two Connexions chief executives sitting on the Department for Education and Skills' supporting children and young people group, which is overseeing the pilots, said he did not think Connexions would be dissolved.
"I expect that Connexions will remain as a brand and as a distinctive service," he said.
"The future of Connexions will be bound up with children's trusts in the sense that it will be one of the key players providing services for young people within the children's trust framework." The pilots will involve 12 partnerships and are expected to last for a year.
