But the proposals will also bring challenges for the organisations delivering them. Kevin Williams, national secretary of YMCA England, believes the children's trust model will ultimately provide better services for children and young people, but says that questions remain over the commissioning process and funding, especially with regard to the voluntary sector.
"Under the existing structure, Connexions has a small amount of ring-fenced funding to spend on commissioning voluntary services," he says. "But under children's trusts, this will be lost and it is not clear where this money will come from."
The extra bureaucracy that comes with joined-up working could also become a potential burden on the voluntary sector. "But with the right funding, voluntary organisations will be able to work through this," adds Williams.
