Stephen Bubb, chief executive of the Association of Chief Executives of Voluntary Organisations (Acevo), said he was concerned about the emphasis on local authorities leading and delivering services through children's trusts.
"The good authorities will want to involve third sector bodies but the less good will not. Our experience of local authorities' approach is that it's very often patronising - they don't see us as equal partners. However, we often have a better understanding of children's needs and better links with the local community."
Acevo has just published a report on the role of the third sector in delivering public services, which also argues that charities should play a greater role in running prisons and young offenders' institutions.
