Nigel Williams, Northern Ireland's commissioner, has launched 14 draft priorities for consultation that will help shape his work over the next three years.
The priorities draw on research with more than 1,000 young people conducted by Queen's University, Belfast.
Children and the troubles is one suggested priority. "You can't trust the peelers (police) and you've nobody to complain to about the paramilitaries - you can't win," one young person told researchers.
Another said: "I think that people should just sort it out. Where we live we don't see as much of it, but when you look at Belfast it really should stop." Children and poverty is another priority. "We can't go to leisure centres because we don't have enough money," said one child.
