Nigel Williams told a conference last week that Northern Ireland could not move forward when children were "so terrified of so-called paramilitary groups" that they consider suicide or even take their own lives.
Williams, who has made the impact of the troubles on children one of the 14 draft priorities he is consulting on through his Shout initiative (Children Now, 20-26 October), said: "All too often we refer to these as paramilitary beatings or shootings. Imagine what it must be like for a teenager to be dragged away by men in masks, men holding guns, men holding their improvised instruments of torture."
