Children Bill: Local authorities' planning in doubt

Ofsted has thrown into doubt the ability of local authorities to produce coherent, costed children and young people's plans from April 2005.

The Children Bill proposes making a children and young people's plan a statutory requirement. But an Ofsted report on strategic planning in local education authorities says a longer lead time is needed to resolve cultural differences, ways of working, and to involve partners in the planning process.

The report found education departments had little awareness of educational objectives within health and social services' plans. In most authorities there was little or no joint planning by partners involved in the process.

Separately, Camden Council in north London yesterday (16 November) launched its children's and young people's strategy. It sets out what the council, along with its partners Camden Primary Care Trust, the police, and the voluntary and community sector, aims to achieve over the next three to five years for young people in the borough.
