As the government pushes ahead with its programme of reform, the role councils will play in the lives of children and young people is undergoing radical change.
However, the Department for Education has confirmed that it would not repeal the legislation that requires local authorities to appoint lead members and directors of children's services (see box).
How will local authorities be given more freedom?
Though the detail of councils' responsibilities in education and children's services is yet to be fleshed out, the direction of travel is clear: fewer statutory targets and duties and a more permissive system lie ahead.
At the same time councils will take on more of a strategic commissioning role.
