Looked-after children: Ruling forces local authorities to do more for children in custody

A landmark ruling this week from Mr Justice Munby has sent a message to all local authorities that they must provide adequate support for children in prison who are also subject to care orders, campaigners say.

Munby highlighted a catalogue of failings by Caerphilly County Borough Council in its management of the case of a boy who was under a full care order.

The boy, known as J, had to stay in prison a month longer than necessary because the council didn't find suitable accommodation to enable him to be released before Christmas.

The case was brought by the Howard League for Penal Reform after it was contacted by the boy. Munby stressed that the boy, now aged 17, had experienced a "wretched life". He had been sexually abused and was placed under a care order in 2001. He was bullied in prison, and was placed on suicide watch.
