Young Offenders: Councils criticised for failing in duty of care to children

Local authorities have been slammed for continuing to abdicate their responsibilities towards children in prison.

The Howard League for Penal Reform is involved in a series of cases where, it claims, councils are failing to properly care for children. As Children Now went to press, the organisation was poised to start legal proceedings against Tower Hamlets council in the case of a 16-year-old girl due to be released from prison tomorrow (23 June).

Chris Callender, head of the Howard League's legal team, said the girl was due to be released from sentence into the care of the council but that it had not offered her suitable accommodation.

The council said it wouldn't comment on individual cases but that it was working to reach a settlement.
