Social Care News: Looked-after children - Howard League wins case review

The responsibility of local authorities to provide care for children leaving prison is to be tested in court.

The Howard League for Penal Reform has been granted permission for a judicial review. Acting on behalf of a boy, J, who cannot be named because of his age, it took Caerphilly County Borough Council to court for failing to provide suitable accommodation.

J, who is described as "highly vulnerable" and has experienced abuse and neglect that has contributed to his offending, is sleeping on friends' floors.

It was proposed to move him away from the area and put him in bed and breakfast with little other support, despite being in the care of the local authority for many years.

Caerphilly council said that it was inappropriate to comment on the case because proceedings were ongoing.
