Devolution riles Howard League

Youth Justice
A campaigning charity has criticised a possible bid to make local authorities pay for youth custody places.

The Howard League for Penal Reform previously released a reportoutlining the pros and cons of the plan, but had not come down in favourof either direction.

Confirming the league's opposition this week, assistant director AndrewNeilson said: "It is clear to us that devolving budgets in the currentfinancial climate will penalise some local authorities unfairly and seeothers use cut-price and sub-standard custodial options in order to savemoney."
