Local Authorities: Timetable is set for joint children plans

Local authorities must produce their first joint children's plans for 2006, the Department for Education and Skills has announced.

Change advisers based in each of the nine English regions will be appointed to help councils implement partnership working.

The duty was introduced as a late amendment to the Children Bill, but the deadline for when the plans will come into operation has only just been announced.

Tom Jeffery, the DfES director general for children and families, promises guidance in the autumn for children's services authorities.

Andrew Cozens, president of the Association of Directors of Social Services, said he hoped advisers would not be drawn into helping failing authorities.

"This is a complex change process and the advisers need to be trusted," he said. "If they get involved in failing departments, people will not go to them for advice."
