Childcare Act: Councils merely 'ticking boxes'

Some councils are treating a new duty to ensure there is enough childcare in their areas as "a tick-box exercise", experts say.

The warning comes as the Government published the final version ofstatutory guidance on local authorities' duty to secure sufficientchildcare under the Childcare Act 2006.

Caroline Masundire is development director of Ci Research, part of theGet Sufficient partnership that is helping councils to meet theirresponsibilities.

She said there was still confusion over exactly what "sufficient" meantand councils were taking different approaches.

Ensuring childcare is affordable is a key part of councils' role, saysthe guidance.

This will be the biggest challenge, predicted Masundire, who said it wasunlikely many councils would get their strategies right first time.
