Childcare: Proposed statutory duty on local authorities must be deliverable

Any statutory duty placed on councils to ensure childcare provision must be framed very carefully to make it deliverable, the Local Government Association has warned.

Its children and young people board will today (Wednesday) discuss concerns about the proposed new duty, which was outlined in the Government's 10-year strategy for childcare and should be in place by 2008.

The DfES has just issued guidance on the strategy to local authorities this week.

The strategy says local authorities must ensure different childcare providers work together, acting as "market managers".

Councillor Alison King, chair of the board, said councils had been brokering and delivering childcare services for many years, working with the private and voluntary sectors. "The problem for many parents isn't a lack of childcare locally, but lies in finding high-quality, affordable childcare," she said.
