Bringing different children's services together is undoubtedly one of the biggest challenges in implementing proposals outlined in last year's green paper, Every Child Matters.
However, research into the Communities that Care (CtC) initiative, which aims to tackle offending and underachievement at school, offers a useful guide into how such a joined-up approach might work.
Developed in the UK six years ago by the Joseph Rowntree Foundation, the initiative has 30 programmes up and running. Three of these, in Wales, the West Midlands and the north of England, were surveyed in this independent evaluation, Does Communities that Care Work?, by academics at the University of Sheffield.
