Research shows local authorities are not fully implementing legislation on care leavers, with many lacking the necessary financial support.

Local authorities are not implementing the Children (Leaving Care) Act2000 properly, research by Barnardo's reveals.

The study found that only 22 per cent of services produce writteninformation for young people with details of their entitlements, despitethis being in Government guidance accompanying the Act. And thefinancial needs of care leavers are still not being met. "The Act wasmeant to ensure all children leaving care got the same degree ofsupport. But there are still differences across the country andinadequate financial support," says Pam Hibbert, principal policyofficer at Barnardo's.

The Financial Needs of Young People Leaving Care study also found that37 per cent of services thought the leaving care grant was notenough.
